 Antigua & Barbuda

Initially an ally of the anti-whaling movement, Antigua and Barbuda has become one of Japan’s most vociferous supporters. Antigua and Barbuda joined the IWC in 1982, casting its vote in favour of the world-wide ban on commercial whaling. It was also the only Caribbean country to vote in favour of the Southern Ocean Whale Sanctuary in 1994. From 1990 to 1993, Antigua and Barbuda did not attend IWC meetings. In 1994 and 1995 it returned and continued to vote in favour of whale conservation, although it showed some support for Resolutions on Japan’s ‘community based’ whaling. In 1996 Antigua and Barbuda did not participate in any votes, but by 1997 its position had changed to pro-whaling. Ninety-two of the 97 votes taken by Antigua and Barbuda since 1997 have been identical to Japan’s votes.

Government representatives of Antigua and Barbuda have also stated that they could be interested in opening up commercial whaling in the Caribbean.
